According to the initial diagnosis of the World Humanitarian Summit (WHS), “the humanitarian system cannot both rapidly respond to new crises, and continue to service situations of chronic need.” Is this conclusion relevant or questionable? Is it necessary to refine it?
What to take away from the key recommendations of the WHS? What is missing?
Is the United Nations ready to lead these much-needed changes and/or how to proceed? Should we fear the risk of reaching a stalemate?
What commitments are humanitarian actors proposing to effectively improve humanitarian action?
